Furthermore, the Law shall ensure the protection of human beings, animals and appurtenances of value against the damage resulting from water, to conserve the waters in a natural way or to arrange them in a natural way and to use them sensibly. Moreover, the present Law allocates the related powers concerning water works between the Canton, the municipalities and private parties. The Law shall be applied to all public waters.
