Abstract The Law determines the procedures for comprehensive, rational and environmentally safe use of the subsoil as well as the requirements for the use and protection of the subsoil. It establishes that the subsoil and all mineral resources therein belong to the landowner who may use the subsoil, insofar as this Law and other legal acts do not limit his rights. The commercial use of the subsoil shall be charged and it shall be carried out in accordance with permit (licence).
