The central term used in the Act is "animal world" Articles 3 to 6 set out the tasks and duties of public administration in the filed of protection of the animal world. Article 7 defines the "fund of the animal world". Article 9 sets out the basic principles of wildlife protection. The second Part of the Act (arts. 10-14) provide for participation in protection of wildlife of public organizations, collectives, etc. Part III contains rules relative to rights to use wildlife resources and Parts IV and V continue by regulating hunting and fisheries respectively. Commercial fishing and amateur fishing are carried out in accordance with the present legislation. Article 25 provides for commercial fishing licenses. Articles 39 49 concern the protection of animals, their habitat and the preservation of animals threatened with extinction. Article 57 concerns the state cadastre of the animal world. Article 62 provides for state monitoring of the animal world. Finally, articles 67 to 70 provide for unlawful behavior and liability for damage caused by such behavior.
