This Organization undertakes measures to prevent the occurrence of crises, manage them when they arise, and oversee reconstruction efforts. The Organization is responsible for formulating policies, devising plans, fostering coordination and collaboration among various entities and stakeholders, and monitoring the various phases of crisis and risk management. The Law also establishes the creation of the High Council for the country's crisis management, defining its duties and powers.
