Abstract This Law consisting of 107 articles aims at (i) defying the duties, responsibilities, powers and functions of government agencies; (ii) delimiting the functions and responsibilities of the branches of the Central Government and their coordination; (iii) achieving a comprehensive capacity for overall Government performance; (iv) ensuring the smooth running of social services; (v) clearly defining, and implementing, the boundaries between administrative and political responsibilities that guide and deliver basic services to all segments of society. The Law states that the government shall protect lives, property and dignity of the people, and shall serve equally and without discrimination. Article 12 defines the system of government, divided into three branches namely the Legislature (Parliament), the Judiciary, and the Executive (the Government). The powers of the executive branch shall be vested in the President.
