The Law states that immovable property shall be expropriated for public defense, environmental, health or social security purposes, for the construction of cultural, educational and sports facilities, engineering structures and utilities necessary for the public, or for the development of transport infrastructure, and other public needs if this objective cannot be achieved by other means. The expropriation of immovable property for public use shall, in exceptional cases, be permitted only for fair consideration and on the basis of a separate law, subject to the conditions provided for in this law.
