Article 5 lists the basis of public interests to be taken into account while assessing a strategic investment, including creation of jobs, regional and local economic development, development and improvement of conditions and standards for the production of goods and provision of services, increased overall level of safety and quality of citizens’ lives, and protection of the environment and consumers.
