It aims at the creation of a sane living environment as a main contribution of economic and spiritual development of the people of Tajikistan. To achieve this goal the Law designs various measures in article 2: the realisation of Republican, regional, urban and district public health programmes; the realisation of hygienic and anti-epidemic measures; measures of sanitary supervision and enforcement of binding provisions; educational programmes and information campaigns. Specific competencies are outlined in articles 3 and 4. Articles 5 to 10 outline rights and duties of the population and organizations regarding public health and a healthy environment. The third part of this Law (arts. 11-25) deals with specific issues of public health such as planning and building (art. 11), food manufacturing, transportation, storage, etc. (art. 13), supply of drinking water (arts. 15 and 16), etc. The remaining provisions of this Law concern state sanitary supervision (art. 28) and in this framework the establishment of the State Sanitary-Epidemiological Service (art. 32), responsibility for infringement of provisions, and precedence of international agreements over domestic legislation.
