Abstract The purpose of the present Law is to ensure the efficient state supervision over manufacturing, storage and trade of alcohol and liquors, and the suppression of trade of adulterated alcohol and liquors. It shall be applicable to all spirits for alimentary use, vodka, cognac, brandy, sparkling, grape and berry wine with alcohol contents exceeding nine percent, and also alcohol for technical uses. The enforcement shall be carried out through suppression of free manufacturing, storage and trade of spirits, licensing of the afore-mentioned activities, licensing of import and export of liquors, application of state standards, and state quality control of produce. Manufacturing of ethyl alcohol shall be carried out exclusively by the state enterprises. The use of alcohol not complying with technical requirements and alcohol of non-alimentary origin shall be prohibited to use for the manufacturing of liquors. Licences shall be non-transferable.
