Abstract

The Water and Sewerage Organization would provide financial resources for the development and reconstruction of water installations and the completion of sewerage projects as outlined below: the Provincial Water and Sewerage Organizations are authorized to use some of the subscription fee for implementation of sewerage projects, as well as reconstruction and development of water installations for cities with more than 100,000 inhabitants and to charge an additional 10% to the subscription, and allocate it to research on the sewerage and completion of sewerage projects in each city. In each province, prior to the formation of the local Islamic City Councils, a panel consisting of the Governor General, Head of Planning and Budget Organization, Vice President of Water and Sewerage Organization, and one to two parliamentarians shall discuss and approve the modalities for people’s participation and provision of facilities for water and sewerage project implementation. The Water and Sewerage Engineering Company and Water and Sewerage Company are empowered to provide a legal framework for encouraging private investment in water and sewerage projects in each province. All charities including buildings, installations and specific machinery or financial support from private or legal entities shall be used under the jurisdiction of the panel .
