Abstract The purpose of this Law shall be to ensure continuous, safe, qualitative and reliable supply of public utilities in regulated sectors of economy, to establish the procedures for the regulation of public utilities and the legal relations in the provision of public utilities. The State shall have the competence to regulate supply of energy (except for heat), local governments shall regulate municipal waste disposal, water supply and sewage.
