Abstract The purpose of this Law is to protect the personal interests of public officials and to prevent conflicts between legal obligations of public servants by regulating and controlling possible conflicts of interests with a view of ensuring that the operation is in the public interest and ensuring official transparency and credibility. "Public interest" shall be intended a public official in Mongolia vested with public confidence that it will be implemented equally and fairly, regardless of personal interests. "Private interest" shall be intended a public official in the exercise of his/her powers by himself/herself and related persons whose material and non-material interests that may be affected. "Conflict of interest" shall be intended a public official in the exercise of his powers, his personal interests in the public interest that could lead to conflict of interest and affect fair and equitable performance of official duties, or circumstances that may affect the mansion. The following persons shall be subject to this Law: (a) management of political, administrative and special services of the state and executive officer; (b) senior official of the public service; (c) state and local property managers, senior official of a legal entity with property; (d) entities and managers that receive public funding; and (e) senior officials of non-governmental organizations. The scope of this Law shall be the procedure of appointment as a public official, prohibitions, restrictions, grounds for ethical requirements, conflicts of interest and preventive measures to avoid conflicts of interest and personal interests of public officials. This Law establishes the procedure for reporting of offences related to conflict of interest and on interference with official duties. It prohibits any form of payment for the performance of official duties and imposes restrictions on receipt of gifts and donations by public servants in the performance of their official duties.
