Abstract This law defines the procedures and the basic functions for the protection of the population in emergencies, as well as the rights and duties of State governance and local self-governance bodies, enterprises, institutions, organizations independently from the organizational-legal type, officials and citizens. The document consists of 9 chapters that contain 23 articles. Chapter 1 (arts. 1-3) lays down general provisions. Chapter 2 (arts. 4-5) regards arrangements for the protection of the population against emergencies. Chapter 3 (arts. 6-11) establishes principles and ways of protection of the population against emergencies. Chapter 4 (arts. 12-17) regards authority of state governance and local self-governing bodies, enterprises, institutions and organizations concerning protection of the population against emergencies. Chapter 5 (arts. 18-19) establishes rights and duties of citizens. Chapter 6 (art. 20) regards public training. Chapter 7 (art. 21) regards rescue forces.
