Any cutting of trees is only possible in certain cases and through permission of the Forestry Organization. Building and roads construction in forest lands should be accorded by plans of the Forestry Organization. In areas that are in serious danger of soil erosion, coal production is totally banned. According to the Law, northern plain forests may be allocated to individuals or companies in order to convert them to farms and gardens. Any violation of the regulations of this Act shall be punished by imprisonment, fine or both. The Act consists of 63 articles, subdivided in 7 Chapters as follows: General Definitions (I); Protection and Exploitation (II); Dues (III); Organization and Financial Regulations (IV); Conversion of Northern Plain Forests (V); Offences and Punishment (VI); Miscellaneous Provisions (VII).
