All mineral resources shall be property of the State, and any legal entity or natural person wishing to conduct activities of mining operations shall apply for a mineral resource licence granted by a competent authority. To facilitate the management and exploitation of mineral resources there shall be different categories of licences available including: artisan mining licence; pits and quarries mining licence; gem-stone mining licence.
