Abstract The scope of this Law shall be to provide natural persons, business entities and organizations with hydrometeorological and environmental information. Hydrometeorological and environmental monitoring shall be intended an appropriate action based on the measurement of the characteristics of geothermal, hydro-geosphere and biosphere in accordance with the established program. The objective of the use of hydrometeorological and environmental information shall be to prevent hazards and environmental pollution. Natural persons and legal entities can provide services in the field of supply of hydrometeorological and environmental information after obtaining permit issued by state administration. The aforesaid permit shall be granted on condition that the aforesaid persons and entities are capable of performing the system of collection, processing and summarization of environmental monitoring information and data, and to have available professional staff. The national network of hydrometeorological and environmental monitoring shall provide hydrometeorological and climate monitoring, integrated data collection and analysis. This Law consists of V Chapters divided into 16 Articles. Chapter I lays down general provisions. Chapter II establishes powers of governmental bodies in the field of hydrometeorology and environmental monitoring, and the rights and duties of natural persons, business entities and other organizations in the aforesaid field. Chapter III regards hydrometeorological and environmental monitoring. Chapter IV regards hydrometeorological and environmental information. Chapter V lays down additional provisions.
