Any import or export of goods requires a special business certificate which is issued by the Iranian Chamber of Commerce. Any dispute between applicants and the Chamber should be settled through the Ministry of Commerce. All corporative associations in the border regions, sailors and Iranian workers residing abroad are exempted from this business certificate. The specific permit for importing goods to the country is issued exclusively by the Ministry of Commerce. The Act authorised the government to establish the local market in any border region with considering the trade relations with neighbouring country(ies) and the need to job creation in the region. In order to encourage the exportation of national products, the government may consider incentives for exportation of goods.
