It clarifies scope of application, statutory authorization, competent authority, involvement of experts by the competent authority as well as strategic environmental impact assessments. Strategic environmental impact assessments (SUP) hereby refer to environmental impact assessments that occur before the permit for authorization is issued and cover projects such as the building of a highway. Annex 1 clarifies projects requiring an environmental impact assessment (UVP) in North Rhine-Westphalia, which include for instance building streets within the territory of North Rhine-Westphalia (No. 3-5) or the construction of infrastructure for skiing (No. 7-8).
