Abstract This Law establishes legal, economic and organizational grounds of activities in the sphere of electric energy and is aimed at raising electric power generation capacity on the basis of modernization of energy sector and use of innovation and energy saving technologies and equipment. Electric energy sector shall be the basis for the functioning of national economy and sustainable development. Objects of electric energy sector shall be state property. Basic principles of the functioning of electric energy: (a) continuous and reliable electric energy supply; (b) technological unity of electric energy sector; (c) ecological safety of electric energy sector; and (d) state regulation of electric energy sector. State regulation of electric energy sector shall pursue the following purposes: (a) to ensure electric energy security; (b) equal access of consumers to territorial branches of electric power system; (c) balanced development of electric energy sector; (d) rational management of electric energy and fuel and energy resources; and (e) supervision over reliability, safety and cost effectiveness of electric (thermal) power generation, transmission and distribution.
