Abstract This Law regulates the system for the limitation of greenhouse gas emissions (or GHG) and for adaptation to changed climatic conditions, monitoring and reporting on the strategy of low-carbon development and its improvement, the program of adaptation to changed climatic conditions, adoption of the strategy of low-carbon development and the program of adaptation to changed climate conditions, issuing permits for GHG emissions to the plant operator, issuing approval to the aircraft operator's monitoring plan, monitoring, reporting, verification and accreditation of verifiers, administrative fees, supervision and other issues of importance for the limitation of GHG emissions and adaptation to changed climatic conditions. The provisions of the Law apply to the procedure for issuing, revoking, amending and supplementing the GHG emission permit, the procedure for granting approval and approval for changes to the GHG emission monitoring plan, the procedure for granting approval for reports on improvements in the GHG emission methodology, and the procedure for keeping records and registers, among other general administrative procedures as here specified. The goal of this Law is to establish a system to reduce GHG emissions in a cost-effective and economically efficient manner, thus contributing to reaching the scientifically necessary levels of GHG emissions in order to avoid dangerous climate changes at the global level and adverse impacts of climate change. The goal of this Law is to reduce GHG emissions and adapt to changed climate conditions also by adopting and implementing public policy documents. The aim of this Law is further defined in order to establish necessary mechanisms for timely, transparent, accurate, consistent, comparable and complete reporting and verification of information on the fulfillment of obligations under the UN Framework Convention on Climate Change, Kyoto Protocol Doha Amendments to the Kyoto Protocol to the United Nations Framework Convention on Climate Change and Paris Agreement, as well as for monitoring and reporting on human-caused GHG emissions from sources and removed through sinks and adaptation activities to changed climate conditions undertaken in a cost-effective and economically efficient manner. To achieve the goals of this law, state authorities and organizations should adopt appropriate sector policies and measures within the scope of their competence. In the area of climate change prescribed by this law, the following documents are adopted: 1) low-carbon development strategy; 2) action plan for strategy implementation; 3) programme of adaptation to changed climatic conditions. The Ministry responsible for environmental protection in cooperation with other competent ministries and relevant state institutions and bodies is preparing the Low Carbon Development Strategy in order to determine the strategic directions of action and public policy related to restrictions GHG emissions from sources, as well as transparent and accurate monitoring of reaching those emission limits. The Government shall prescribe related levels of GHG emissions: from sources at the national level, for facilities and aviation activities and for GHG emissions from sectors and categories in which fuel combustion and fugitive emissions from fuel, industrial processes and product use, agriculture and waste occur.
