This Law enters into force on the date of its official publication.
Abstract

This Law establishes legal grounds for the protection against hazardous impact of chemicals on human life, health and environment. Chemical safety shall be based upon the following basic principles: (a) anticipatory preparation of state management system for the prevention of disasters entailing chemical contamination and mitigation of the consequences thereof; (b) ecological control, ecological monitoring and protection of the population working with hazardous chemical substances; and (c) prohibition of collection, storage, transportation and management of hazardous chemical substances if benefits obtained therefrom do not exceed risks. The Act consists of 9 Sections divided into 40 articles: (1) general provisions; (2) principles and arrangements for ensuring chemical safety; (3) plenary powers of state bodies in the sphere of chemical safety; (4) management and supervision; (5) requirements for ensuring chemical safety; (6) ensuring chemical safety in case of disaster; (7) safety requirements for chemical products; (8) rights and duties of natural and legal persons in the sphere of ensuring chemical safety; and (9) conclusive provisions. Import and transit of hazardous chemical waste for storage and disposal shall be prohibited (Art. 19).
