Abstract This Law is enacted with the purpose of facilitation, encouragement and promotion of investment of private sector in setting up facilities for conversion of normal, household and domestic wastes to energy, recycling and reuse of wastes. The government is allowed to dedicate specific budget annually for related projects in waste conversion to energy and electricity. Part of this budget shall be credited through the bills of the energy consumers with high level of energy consumption. The municipalities are obliged to consider a proper portion for setting up and exploitation of wastes facilities in their budget in light of the the Law of Wastes Management. Investment in this sector shall be exempt of tax payment. These projects shall be conducted with giving priority to the private sectors and with supervision of the Department of the Environment.
