Abstract

Certification shall be carried out in order: to create the conditions for participation by Kyrghyz business in international trade; to assist consumers in competent selection of the product; to promote export and increase competitiveness of the product; to protect domestic market from poor quality and non safe products, including the imported one; to control safety of the product for the life, health and property of citizens, to protect environment, flora and fauna; and to overcome technical barriers when carrying out trade transactions. Certification may have obligatory or voluntary nature. Kyrgyzstandard as the national body on certification and other specialised certification bodies shall: carry out the state policy in the sphere of certification; form the national system of certification; establish the general rules and procedures for certification; carry out registration of the systems within the national system of certification; etc. Rules and procedures of certification shall be based on requirements of international standards and shall be developed, adopted and applied so that they are the same both for imports and domestically produced products. Obligatory certification shall be carried out in the cases stipulated by the Law and other legislative acts of the Kyrgyz Republic. Remaining provisions of this Law deal with certification of imported products, voluntary certification, rights of applicants for certification, and criminal and civil liability.
