Abstract

This Law sets forth the main legal, organizational and economic principles for public procurement, rules for public procurement in the defense and security fields, and the authority of the dispute resolution commission. It consists of 14 chapters: General provisions (I); Exceptions (II); Public procurement participants (III); Agency (IV); Procedures of public procurement (V); Public procurement instruments and aggregated public procurement (VI); Preparing a public procurement (VII); Announcement of a public procurement. Submission of an application and a proposal (VIII); Selection-assessment (IX); Entering into a procurement agreement/framework agreement, making amendments and performance (X); Public procurement in the defense and security fields (XI); Agencies resolving disputes and dispute resolution (XII); Accounting and control (XIII); and Transitional and final provisions (XIV).
