This Law does not apply to labour relations regulated by the Law of Georgia on Public Service. The purpose of this Law is to facilitate the employment of the citizens of Georgia, the implementation of an active labour market policy, the development of free entrepreneurship and competition, and to provide equal access to state employment support programmes for citizens of Georgia residing throughout the territory of Georgia. The purpose of this Law is also to establish a system of facilitating employment that shall ensure: a) the performance of labour market facilitation activities in order to achieve a balance between demand and supply; b) that a duly qualified job seeker finds an employer; c) the encouragement of a job seeker to be employed (to obtain a job or be self-employed); and d) an increase in a workforce that is adjusted to the structural changes taking place in the Georgian economy.
