This Law enters into force 180 days after its publication in the Official Gazette.
Abstract

This Law consisting of 18 articles regulates import, transport and management of chemicals. It establishes that (i) chemicals may not be imported without obtaining a permit; (ii) permits for the import and clearance of chemicals shall be issued by the competent Ministry according to the use (i.e. explosives, educational institutions, pesticides, soil enhancers, fertilizers, veterinary medicines and chemicals needed in agricultural research centers…) by agreement with the Ministry of Interior; (iii) the Saudi Arabian Standards Organization shall set standard specifications for containers of chemicals; (iv) the Ministry of Transport issues permits for transport of chemicals; (v) management of chemicals is not permitted without a license. The Law defines the competencies respectively for The Ministry of Interior, The Customs Authority, The Presidency of Meteorology and Environment and Chemicals importers. The import of chemicals used in water and sewage treatment and their plants, chemicals needed in water and sewage research laboratories and centers are under the responsibility of the Ministry of Water and Electricity, while the import of chemicals used in preparation of pesticides, soil enhancers, fertilizers, veterinary medicines and chemicals needed in agricultural research centers are under the responsibility of the Ministry of Agriculture (art.3).
