Abstract

This Law consisting of 13 articles aims at protecting offshore oil and gas installations, in particular it prohibits ships without permission issued by the Minister for Energy (according to the wording required by amendment No.18 of 2019) from (i) approaching a distance less than 500 meters from the installations; (ii) anchoring in ports, moorings and buoys used for loading oil or gas and their products; (iii) stopping in the shipping lanes specified on the declared marine maps; and (iv) throwing anchors or carrying out dredging operations on the specified oil or gas pipelines on the declared marine maps. At a lower distance than 500 meters from the installations it is also forbidden (i) to people to stop; (ii) fishing or placing fishing gear or equipment of all kinds. Qatar Petroleum, the State owned petroleum company that operates all oil and gas activities in Qatar, has the right to require compensation for damage to a marine oil or gas facility.
