Abstract

This Law consisting of 33 articles divided in VII Parts aims at reducing air pollution through the air quality management and air pollution sources, addressing and regulating major issues pertaining to local stationary and mobile sources of air pollution. Part II, dealing with Understanding, Monitoring and Assessment, proposes (i) an Assessment Survey ” for understanding the state and cause of ambient air pollution; (ii) the establishment of National Program for Ambient Air Quality Monitoring, composed of stationary and mobile stations; (iii) the establishment of a National Emission Inventory for all ambient air pollution sources and emissions; and (iv) a National Report on Ambient Air Quality. It is necessary also (i) to define limit and alert threshold values pertaining to ambient air quality; and (ii) to define emission limit values of stationary and mobile sources. Part III about the Prevention recommends the development of a National Strategy for Ambient Air Quality Management aiming to improve air quality together with local plans for Ambient Air Quality Management. Part IV concerns Controls that must be performed on Stationary and Mobile Sources of Pollution. Control need to be conducted also through restrictions on fuel trading emissions not compliant with limit values and bad or harmful odors. Part V deals with Information Management, Research and Capacity Building Promotion for the creation of a database on ambient air quality measurements, the information exchange among the local administrations and the development of scientific research on understanding, monitoring, assessment, prevention, controlling and surveillance of ambient air quality pollution.
