Abstract This Law consisting of 17 articles aims at (i) protecting electricity and water sector’s infrastructure from any damages; (ii) maintaining the General Network in a fully operational condition to meet the demand on electricity and water services; (iii) ensuring the provision of high quality water and electricity services by the Authority; and (iv= ensuring uninterrupted supply of electricity and water services to the Authority’s customers. It applies to all the areas within the Emirate, including Special Development Zones, free zones including Dubai International Financial Center. The reference authority is the Dubai Electricity and Water Authority (DEWA) whose duties and powers are defined in art.4. The Law establishes also that (i) it is prohibited to work or conduct any activities in a manner that impacts the General Network unless he obtained a prior Permit from the Authority; (ii) the concerned authorities may, in case of emergency, commence any work and activities before obtaining a prior permit from the Authority, provided that, they shall promptly advise and coordinate with the Authority before commencement of such work, and to apply for issuing the permit; and (iii) the Authority shall collect the fees as determined by the decision of the Chairman of the Executive Council for the issuance of Permits and services provided under this Law.
