The farming contract will last for 15 years if specific conditions are met. Main functions of the Ministry of Agriculture to achieve these objectives shall be: allocate agricultural land and cooperate with the competent authorities to provide water quota; modernize techniques and means of production and irrigation systems; and facilitate access to agricultural financial loans for those who are covered by the provisions of this Law. High level graduates and non-beneficiaries of agricultural land and houses in the past shall be privileged beneficiaries.
