Abstract The present Law establishes legal and organizational basis of land use planning, building and other uses of territories and is aimed at ensuring stable development of inhabited areas. The document consists of VII Secs. that contain 33 Arts. Section I (arts. 1-4) lays down general provisions. Section II (Arts. 5-9) regards land use planning at the national and at the regional levels. Section III (Arts. 10-19) regards land use planning at the local level. Section IV (Arts. 20-30) regards regulation of land use planning, building and other uses of the territories. Section V (Arts. 31-32) regards state control over land use planning, building and other uses of the territories, and establishes liability for the infringement of the legislation in the aforesaid sphere.
