Abstract

The scope of this Law is to regulate relations in the field of geodetic and cartographic activities. Geodetic and cartographic activities - scientific, production and management activities aimed at determining the parameters of the figure, the external gravitational field of the Earth, coordinates of the Earth's surface points and their changes in time, the creation, development and maintenance of the state geodetic, gravimetric and leveling networks, a network of permanent satellite observation stations, the creation and updating of topographic, thematic maps, plans and cartographic basis for the state cadastre and databases of geospatial and geoinformation systems. The main principles of geodetic and cartographic activities are as follows: (a) systematization and continuity of geodetic and cartographic activities; (b) completeness, reliability and relevance of geodetic and cartographic materials (data); (c) uniformity of measurements when performing geodetic and cartographic activities; and (d) unification of conventional signs and uniform use of names of geographical objects in creation and updating of maps and plans. The main directions of the state policy in the field of geodesic and cartographic activities are: (a) development and implementation of state and other programs in the field of geodetic and cartographic activities; (b) development and improvement of the unified state system of geodetic coordinates, altitudes, gravimetric measurements; (c) coordination of activities of state and economic management bodies, local authorities, legal entities related to geodetic and cartographic works; (d) state geodetic supervision over compliance with license requirements and conditions, rules for using geodetic and cartographic materials (data); (e) ensuring accounting of geodetic and cartographic works, geodetic points; and (f) development of international cooperation. This Law contains 8 Chapters divided into 48 Articles. Chapter 1 lays down general provisions. Chapter 2 regards state regulations in the field of geodetic and cartographic activity. Chapter 3 regards geodetic and cartographic works. Chapter 4 establishes terms and requirements for the performance of geodetic and cartographic activity. Chapter 5 regards geodetic and cartographic production. Chapter 6 regards accounting in the field of geodetic and cartographic activity. Chapter 7 regards geodetic and cartographic supervision. Chapter 8 lays down final provisions.
