Abstract The purpose of this Law shall be to regulate relations in the sphere of industrial safety of hazardous production facilities. Industrial safety shall be considered protection of human beings and society against accidents and disasters at hazardous production facilities. Diasaste shall be considered uncontrolled emission of hazardous substances to the environment (Art. 3). Hazardous production facilities shall be enterprises and/or workshops (sections) thereof processing, storing, transporting or disposing hazardous substances (Art. 4). Hazardous production sites shall be subject to compulsory identification and registration (Art. 5). State regulation in the sphere of industrial safety includes: (a) establishment of requirements for industrial safety; (b) state supervision over observance of industrial safety requirements; (c) licensing; and (d) certification (Art. 6).
