This Law enters into force six months after the date of its official publication.
Abstract

This Law regulates the relations connected with the circulation of firearms and ammunition and is aimed at protecting the life and health of citizens, property and ensuring public safety. The basic principles of the circulation of firearms and ammunition shall be as follows: (a) legality; (b) the priority of protecting and preserving the life and health of citizens and their rights and freedoms; (c) good faith in the implementation of the international obligations of the Republic of Uzbekistan in the area of circulation of firearms and ammunition; and (d) transparency and accessibility of information on the circulation of weapons and ammunition. Firearms by purpose and basic parameters and characteristics are divided into civilian, service and combat firearms. Hunting firearms shall include: (a) firearms with rifled barrels; (b) smoothbore firearms, including those with a rifled length of no more than one hundred and forty millimetres; (c) combined firearms (with rifled barrels and smoothbore), including replaceable and deposit rifled barrels; (d) pneumatic weapons with muzzle energy over 7.5 joules and a calibre of more than 4.5 millimetres; (e) cold bladed weapons (hunting knives, hunting stilettoes and daggers); and (f) signal weapons. Purchase of hunting firearms and ammunition (except for cold bladed weapons and signal weapons) by hunters shall require issuance of authorization by the National Guard of the Republic of Uzbekistan with period of validity of three months. Purchased civil firearms must be registered in the bodies of National Guard within 10 days from the date of purchase. At the moment of registration of firearms, the National Guard authorities issue possession and carry permits for a period of three years on the basis of a permit for the purchase of firearms. Citizens of the Republic of Uzbekistan who have reached the age of 21 years have the right to purchase civilian hunting firearms and ammunition. In order to obtain a permit to purchase civilian weapons, a citizen of the Republic of Uzbekistan must submit to the National Guard body at his or her permanent place of residence the following documentation: (a) application; (b) identity document (passport); (c) certificates on passing the test of knowledge of the rules of safe handling of firearms; (d) medical report on the absence of contraindications to the possession of weapons; (e) document confirming the payment of a fee for the consideration of the application; and (f) hunting permit issued by a public association of hunters (for the purchase of hunting weapons). This Law contains 6 Chapters divided into 46 Articles. Chapter 1 lays down general provisions. Chapter 2 classifies firearms. Chapter 3 regards circulation of firearms and ammunition. Chapter 4 establishes the particulars of the circulation of firearms and ammunition by diplomatic missions, consular offices of foreign States and similar organizations accredited in Uzbekistan, as well as foreign nationals and stateless persons. Chapter 5 regards issuance of licenses and permits for the circulation of civilian and service firearms and ammunition. Chapter 6 lays down final provisions.
