Abstract The scope of this Law shall be regulation of relations in the field of combating corruption. Corruption shall be intended unlawful use by a person of his public or official position in order to obtain a material or non-material benefit for his own benefit or for the benefit of other persons, as well as the unlawful provision of such a benefit. Сorruption offence shall be intended an act that has the attributes of corruption for which the legislation envisages liability. Conflict of interest shall be intended a situation in which personal interest (direct or indirect) affects or may affect the proper performance of a person's public or official duties and in which a conflict arises or may arise between personal interest and the rights and legitimate interests of citizens, organizations, society or the state. The basic principles of combating corruption shall be as follows: (a) legality; (b) priority of the rights, freedoms and legitimate interests of citizens; (c) openness and transparency; (d) consistency; (e) cooperation between the state and civil society; (f) priority of measures to prevent corruption; and (g) inevitability of liability. The main directions of the state anti-corruption policy shall be as follows: (a) increasing the legal awareness and legal culture of the population, the formation of a society’s intolerant attitude to corruption; (b) implementation of measures to prevent corruption in all fields of life of the state and society; and (c) timely detection, suppression of corruption offences, elimination of their consequences, causes and conditions contributing to them, ensuring the principle of inevitability of responsibility for corruption offences. Self-governing bodies, non-governmental non-profit organizations and citizens may: (a) participate in the development and implementation of state and other anti-corruption programs; (b) participate in raising the legal awareness and legal culture of the population, forming in society an intolerant attitude to corruption; (c) exercise public control over the implementation of the legislation on combating corruption; (c) make proposals to improve the legislation on combating corruption; and (d) cooperate with state bodies and other organizations in the field of combating corruption.
