Abstract This Law regulates restrictions imposed upon manufacturing, import, export and transit of ozone depleting substances, and associated relations with the countries that ratified the respective agreements concluded within the framework of Vienna Convention for the Protection of the Ozone Layer and Montreal Protocol on Substances that Deplete the Ozone Layer. The Act consists of 5 Sections divided into 12 articles: (1) general provisions; (2) state regulation in the sphere of the use of ozone depleting substances; (3) principles and modalities of the use of ozone depleting substances; (4) registration of ozone depleting substances; and (5) conclusive provisions. The Government shall have the following competence: (a) validation of the list of ozone depleting substances; (b) set quotas for import of ozone depleting substances; (c) validation of individual quotas for import of ozone depleting substances; (d) validation of the modalities and form of issuance of the authorization for delivery of ozone depleting substances; (e) adoption of bylaws related to import, export and transit of ozone depleting substances; and (f) implementation of policy related to ozone related substances.
