Abstract The purpose of this Law shall be to establish purposeful use of environmental fees paid by polluting enterprises by municipalities on which territory the aforesaid polluters are located. Environmental fees paid by polluting enterprises shall be used locally in accordance with the Programme approved by the head of local administration. The programme shall include the following arrangements: (a) rehabilitation of soil, forests, waterbodies, and also restoration of animal and vegetable kingdoms; and (b) protection of public health.
