Abstract This Law establishes the objective of the national policy of resorts and resort areas, their implementation tasks, financing of spas and spa areas, legal regulations for their determination, principles for the constitution thereof, appointment of municipal institutions responsible for the development of resorts and resort areas. The purpose of this Law is to ensure long-term, even and harmonious use of resorts and resort areas, development thereof, determination of funding sources, unique recreational environment and natural medicinal factors, creating conditions for the rational use and preservation of exceptionally important state property, spa wellness services and medical rehabilitation and/or sanatorium for the development of treatment services, to develop inbound and local tourism in spas and resorts as priority directions of tourism development and formation of a favorable image of the state, to promote and carry out spa research and to establish state and municipal authorities’ competence in the field of development of resorts and resort areas. Natural healing factors shall be intended specific physical, chemical, biological scientifically researched natural mineral waters with active properties, sea water, peloids (peat mud, sapropel, clay and others), healthy microclimate, recreational greenery and other factors used for health promotion and disease prevention or treatment and for the purpose of restoring health in accordance with the procedure established by legal acts. The goal of the national policy of resorts and resort areas is to ensure long-term, even and harmonious economic, social and infrastructure development of resorts and resort areas as a favorable environment for business and investments, to promote spa wellness and tourism services and purposeful improvement of the international image of the state.
