Abstract Article 22 defines competence of the authorized public institution in energy sector the Lithuanian Energy Agency in the sphere of development and operation of renewable energy plants: (a) elaboration of special plan; (b) environmental impact assessment (EIA); (c) assessment of impact on public health; and (d) assessment of feasibility and opportunities for generation of electric energy from renewable energy sources. Article 51 shall be amended to add the following wording: “The Ministry of the Environment, the Ministry of Energy, the Ministry of Transport and Communications, the Ministry of Education and Science, the Ministry of Agriculture, the public institution the Lithuanian Energy Agency and municipal authorities, in coordination of actions, develop and implement, in accordance with their competence, appropriate measures for raising public awareness, providing consultations and training programs on practical opportunities and benefits for the development and use of renewable energy sources, including the availability of renewable energy sources and the environmental benefits of different transport sectors.
