This Law enters into force a year after the date of its official publication.
Abstract

The scope of this Law is to form a legal basis for the creation and development of the national ecological network as an integral part of the pan-European ecological network and local ecological networks, establishing a regime for management and protection of national and local environmental networks, as well as the powers and responsibilities of public authorities in this field. National ecological network shall be intended an ecological network created at the national level, uniting physically and functionally the territories of habitats, landscapes and their elements of particular significance from a scientific and aesthetic value and conservation of biological diversity, maintaining the geosystem balance. The national ecological network is being created with the aim of preserving the natural genetic diversity of all types of living organisms included in ecosystems and natural complexes, as well as to ensure favorable living conditions and long-term development of adjacent territories. Functions of the national ecological network shall be as follows: (a) restoration and conservation of landscapes and ecosystems; (b) conservation of biological and genetic diversity; (c) reduction of soil erosion processes; (d) conservation, protection, restoration and expansion of vegetation cover; (e) improvement of the animal feed supply; (f) increasing the recreational value of territories; (g) preservation and restoration of waterbodies, improving their quality; and (h) stabilization of natural processes in areas adjacent to the ecological network. The territories of the elements of the ecological network are delimited and marked on the ground by special informative panels. Land included in the national ecological network has a special management regime and protection, it remains in the property (possession, use) of their owners and are managed thereby. This Law lists prohibited activities on the territory of ecological networks. This Law contains VII Chapters divided into 21 Articles. Chapter I lays down general provisions. Chapter II establishes powers of the central and local public authorities. Chapter III establishes elements of the national ecological networks. Chapter IV deals with constitution of ecological networks. Chapter V establishes management regime of the national ecological network. Chapter VI establishes liability. Chapter VII lays down final and transitional provisions.
