Abstract This Law establishes: (a) principles of state policy for subsidizing agriculture and rural areas; (b) powers of public authorities in the field of subsidizing agriculture and rural areas; (c) forms and conditions of subsidies for agriculture and rural areas; (d) particulars of the procedure for accepting and considering applications for subsidies. This Law does not regulate the principles of entrepreneurial activity, nor as well as the principles of the fiscal system of the Republic of Moldova. The objectives of this Law are: (a) increasing the competitiveness of the agro-industrial sector and its sustainable development; (b) ensuring sustainable management of natural resources; (c) sustainable socio-economic development of rural areas. To achieve the aforesaid objectives, the state supports: (a) modernization of the agri-food chain in order to comply with European Union food safety and quality requirements; (b) simplifying farmers’ access to markets for capital, means of production and finished products (input-output); (c) increasing added value in the agro-industrial sector through the development of primary and final processing infrastructure; (d) introduction of modern natural resource management practices; (e) introduction of production technologies that are favorable for the environment, ecological products, as well as the conservation of biological diversity; (f) adaptation to climate change and mitigation of its impacts on agricultural production; (g) development of infrastructure related to the availability and provision of services in rural areas; (h) expanding non-agricultural employment opportunities and increasing rural incomes; (i) balanced development of rural areas through the participation of local communities in rural development; and (j) development of micro, small and medium-sized farm enterprises. This Law contains VII Chapters divided into 34 Articles. Chapter I lays down general provisions. Chapter II establishes the principles of state policy for subsidizing agriculture and rural areas. Chapter III establishes powers of public bodies in the field of subsidizing agriculture and rural areas. Chapter IV regards National Fund of agricultural development and rural areas, and classifies the forms of subsidizing. Chapter V establishes acceptability conditions for subsidies and responsibilities of subsidizing entities. Chapter VI establishes the procedure for examination of applications for allocation of subsidies. Chapter VII lays down final and transitional provisions.
