Abstract

The Council for Equality is an independent budgetary body, has a seal and letterhead with the State Emblem of the Republic of Moldova. The seat of the Council is the municipality of Chisinau. The Council's mission is to prevent and combat discrimination and promote equality. The administrative apparatus of the Council carries out the following functions: (a) records and maintains a register of complaints received by the Council, as well as issues raised by the Council on its own initiative; and (b) ensures access for the applicant, respondent, interested parties to all materials of the case. When carrying out its functions of prevention and elimination of discrimination and ensuring equality of all persons who consider themselves victims of discrimination, the Council makes decisions, issues advisory opinions, establishing acts, reconciliation agreements and other acts, prepares statements and petitions, develops studies and reports, presents information and submits requests. Complaints about discriminatory actions are considered in compliance with the following principles: (a) transparency of the procedure; (b) speed; (c) competition; (d) reversal of the burden of proof; (f) ensuring the right to defense; (f) protection of personal data; and (g) accessibility.
