Abstract This Law regulates the procedure for awarding concessions for works and service concessions, the applicable legal regime, as well as specific aspects, related to the award of relevant concessions and their implementation. The scope of this Law is: (a) to create the basic regulatory framework for the award and implementation of concessions of works and concessions of services by contracting public authorities; (b) ensuring the integrity and transparency of the procedure for awarding concessions of works and concessions of services; (c) use of public resources on the basis of efficiency, economy and effectiveness; and (d) promoting competition between economic operators. Concessions shall be regulated by contracts. The duration of the concession is limited to avoid distortion of competition. The contracting authority determines the duration of the concession based on the requested works and/or services, taking into account that the maximum period is 35 years.
