Abstract

This Law establishes the founder, manager, administrator, council of the state-owned company Ignalina Nuclear Power Plant Decommissioning Fund and regulates the accumulation, use, accounting, control of use of the Fund and liquidation thereof. The founder of the Fund is the Government of the Republic of Lithuania, the Governor is the Ministry of Economy of the Republic of Lithuania, and the administrator is the State Enterprise Energetics Agency and public institution Ignalina Nuclear Power Plant Regional Development Agency. The Fund is a state money fund. The Fund's finances include: (a) deductions from Ignalina NPP from the income received from electricity trade; (b) voluntary contributions from foreign countries, international organizations and financial institutions and legal entities and natural persons of the Republic of Lithuania; (c) funds received from sale of assets realized during decommissioning of Ignalina NPP; (d) funds received for the temporary investment of the Fund; and (e) other legally acquired funds. The procedure for the allocation, administration, storage and use of the Fund is determined by the Fund's regulations approved by the Government. The Fund's finances shall be used to finance the following measures: (a) technical projects for decommissioning of Ignalina NPP; (b) maintenance of Ignalina NPP units, including physical safety and protection thereof; (c) negative social and economic consequences of the decommissioning of the Ignalina Nuclear Power Plant; (d) management, storage, burial and keeping radioactive waste from Ignalina NPP, including spent fuel, and for the institutional maintenance of their repositories; (e) indemnification for nuclear damage; and (f) coverage of the administrative costs of the Fund.
