Abstract Article 2 shall be amended to add the following wording: “Land reform objectives shall be set forth as follows: to ensure the protection of natural resources, to implement the right of persons to ownership and use of land by returning unlawfully expropriated land, transferring or granting it for free, and selling, renting or granting access to state land; to create legal and economic preconditions for the development of the land market, to implement social justice in the privatization of state land.” Article 11 shall be amended to add the following wording: “Decisions to return the land, to transfer ownership of the land to the owner free of charge, to provide the land plot free of charge are accepted and state land purchase-sale agreements are concluded, if the person agrees with the land, forest and water bodies determined in the land management plans and other territorial planning documents of the acquired land plot, special conditions of use, land servitudes and restrictions on economic activity."
