Abstract Article 1 shall be amended to add the following wording: “Drought with prolonged precipitation” in the absence of high air temperature and reduced humidity shall be considered combined meteorological factors, which lead to disturbance of water balance of plants and their destruction. Water scarcity is a situation in which the demand for water resources deteriorates as a result of reduced amount of precipitation, the amount of snow accumulated during the winter months, the air temperature, and, according to long-term observation data outflow from river basins exceeds 66.7%”.
