This Law enters into force on the tenth day following its official publication.
Abstract

This Law regulates the formation, allocation, storage, use, replenishment and renewal of material reserve. Material reserve is a special purpose reserve of material values, which consists of state reserve and reserves of mobilization and strategic resources. State reserve shall be intended special purpose reserve of material values, which is property of the Republic of Armenia and includes the reserves of Armed Forces of the Republic of Armenia, the stocks of raw materials, materials and commodities necessary for the needs of the troops, the population's livelihood and healthcare, which are intended for use in accordance with the procedure established by this Law. Quick reaction stock shall be intended material that is a constituent part of the state reserve group of values, which is intended for the logistical support of rescue operations in emergency situations or in case of risks for the population, including emergency humanitarian aid to the disaster-affected population, and includes stocks of quick-cooking food, dry groceries, personal protective equipment and other goods. The material reserve is intended to be used for the following purposes: (a) to prevent emergency situations or ensure possible consequences in case of their occurrence implementation of mitigation and elimination, rescue and urgent emergency restoration works and civil protection measures; (b) food assistance and supply of raw materials and fuel-energy reserves, as well as other basic commodities with a view of providing support to various sectors of the economy, organizations, and local self-government bodies in the event of disparities between demand and supply in the domestic market during temporary interruptions of supply of commodities; (c) provision of humanitarian aid; and (d) regulating effect in the event of a food crisis in terms of state reserves. The list of material values of the state reserve, volume, norms of accumulation and storage deadlines, as well as the procedure for the development and recording of the list and norms, are defined by the Government. The annual volume of accumulation of material values in the state reserve is planned as part of state purchases, within the framework of the funds provided by the state budget of the current year. The nomenclature of the stock of strategic reserves includes the non-decreasing reserves of imported motor gasoline, diesel fuel, food wheat, sugar, vegetable oil and the imported raw materials necessary for their production, the schedule of their accumulation and the accounting procedure is defined by the Government.
