The Law enters into force from the date of its official publication.
Abstract

The Law consists of 7 Sections composed of 52 articles dealing with the following matters: 1) general provisions (sect. 1, arts. 1-6); 2) management of subsoil (sect. 2, arts. 7-22); 3) rational use and protection of subsoil (sect. 3, arts. 23-35); 4) the state regulation of subsoil management (sect. 4, arts. 36-42); 5) charges for the use of subsoil (sect. 5, arts. 43-48); 6) liability for the infringement of the subsoil legislation (sect. 6, arts. 49-51); 7) international agreements (sect. 7, art. 52). Subsoil shall be exclusive property of the state that can grant concession thereto on fixed term or open-ended possession (art. 2). All subsoil on the national territory including the plots of subsoil in and out of use shall constitute the stock of subsoil (art. 3). The Government shall be entitled with the task of issuing authorization (permit) for the prospecting and mining of mineral deposits, and also of the state supervision in this sphere (art. 5). Subsoil can be conceded for the following purposes: 1) research; 2) mining; 3) creation of protected geological areas and complexes of cultural importance (art. 7). The owners of the plots of land can at their own discretion carry out mining and extraction of common minerals without the use of explosives to the depth of no more than five metres (art. 15). All the plots of subsoil conceded for mining and extraction of minerals shall be subject to compulsory state registration (art. 29). The subsoil management shall be charged (art. 43).
