This Law enters into force on the date of publication.
Abstract

This Law creates the National Policy of Water Resources, the National System for the Management of Water Resources and regulates point XIX of article 21 of the Federal Constitution. The Act consists of 57 articles specifying the policy to be applied in order to guarantee water quality standards and constant supply to water users. It concerns: projects, programs and costs of water uses, irrigation, water captation, water discharge requirements, obligations of user, etc. It also creates the National System for Water Resources Management, a national administration entitled for collecting data and carrying out research and control on water quality and quantity. It lists composition, competencies and duties of the aforementioned national administration. This Act also establishes controls to be carried out by competent authority and sanctions to be paid by offenders for unauthorized water use.
