Abstract

This Law establishes the main tasks of veterinary medicine as follows: (a) protection of animals (livestock, poultry, fur bearing and other animals, fish, bees, animal zoological parks, vivaria, etc.) from diseases; (b) protection of the population against diseases common to humans and animals; (c) protection of the territory of the Republic of Uzbekistan from the introduction of contagious animal diseases from abroad; (d) implementation of unified state veterinary supervision; (e) solution of veterinary and sanitary problems of environmental protection; (f) training and professional qualification improvement of veterinary personnel; and (g) introduction of veterinary science and technology into veterinary practice. Veterinary medicine in the Republic of Uzbekistan shall be public (state), departmental and private. The State Veterinary Service shall be authorized public institution in the sphere of implementation of state policy in the field of veterinary medicine. It shall perform the following activities: (a) assessment of the epizootic situation and, within the limits of the granted authority, issuance of mandatory instruction to the owners of livestock for the prevention and eradication of infectious animal diseases; (b) supervision over protection of the territory of the Republic of Uzbekistan from introduction of contagious animal diseases from abroad, the procurement, transportation, export and import of animals, animal products and raw materials, feed, feed additives and other means used in animal husbandry; (c) analysis of causes of outbreak of diseases and losses (mortality) of livestock, drafting recommendations for their prevention, organization of veterinary medicine; (d) performance of laboratory and clinical and other studies to diagnose animal diseases, as well as assessment of the quality of feed and drinking water; (e) application of measures to prevent and eliminate infectious and invasive animal diseases; (f) together with the health authorities and other services elimination of foci of contagious diseases that are dangerous to humans and animals, and exchange of information; (g) veterinary and sanitary safety control of products and raw materials of animal origin; (h) veterinary and sanitary control of all livestock farms, slaughterhouses, enterprises that process meat and milk and other animal products, markets and warehouses of raw materials, performance of veterinary examination of the construction and reconstruction of these facilities, as well as digging works; (i) requires legal entities and individuals of the Republic of Uzbekistan and other states to take measures to prevent the spread and elimination of infectious diseases, as well as to provide information requested to assess the epizootic condition of animals; (j) in case of detection and identification of infectious disease or suspicion of a particularly dangerous animal disease, applies mandatory requirements for slaughtering or eliminating livestock, cleaning livestock products and raw materials of animal origin, processing or recycling are established to legal entities and individuals; (k) supervision over and coordination of the activities of experts of state, departmental and private veterinary medicine; and (l) coordination of scientific research in veterinary medicine. In cases of detection of contagious animal diseases, the decisions of local authorities upon the proposal of the state veterinary inspector of the district (city), identified areas shall be declared unsafe from a veterinary and sanitary point of view, and they shall be subject to quarantine or required restrictions.
